General Secretary Lam firmly believed that, under the leadership of the LPRP Central Committee and the important role played by comrade Thongloun, the Lao Party and people would successfully fulfil the goals set out by the 12th Party Congress, building a peaceful, independent, democratic, unified and prosperous Laos.
The Lao Government will also work to foster strong development momentum by mobilising public participation, encouraging self-reliance among citizens and businesses, and improving the quality of human resources, while building an independent and self-reliant economy capable of deeper regional and global integration.
For the next five years, Laos targets average annual GDP growth of at least 6%, with per capita GDP reaching 3,104 USD, while State budget revenue is expected to reach 554.4 trillion LAK (about 25.2 billion USD), equivalent to at least 20.95% of GDP.
Despite facing considerable challenges related to the economy, finance and currency, along with persistent social difficulties, Laos has successfully carried out the orientations and targets it set. Economic growth has been maintained, macroeconomic fundamentals have remained largely stable, inflation risks have been contained, and key economic indicators have gradually recovered and strengthened.
Both sides agreed to further deepen traditional cooperation by lifting the bilateral relationship to the level of “great friendship, special solidarity, comprehensive cooperation and strategic cohesion”. This new strategic orientation is expected to generate fresh momentum for the bilateral relations in the new development phase, reinforcing political trust and expanding cooperation space for both countries.
The Party chief’s visit demonstrated Vietnam’s consistent foreign policy of giving the highest priority to its special solidarity with Laos.
The two sides affirmed their commitment to further deepening the relationship between the two Parties and countries, viewing it as the core pillar strategically guiding the Vietnam – Laos comprehensive cooperation.
PM Chinh’s working trip underscores both sides’ determination to promptly implement high-level agreements between the two Parties, contributing to stepping up bilateral cooperation, and reflecting the determination of the two Governments to realising the Politburos’ agreements, helping lift Vietnam–Laos relations to the level of "strategic cohesion".
This visit is one of Vietnam’s most important diplomatic activities in 2025 and marks General Secretary Lam’s first state visit to Laos in his new position. It takes place at a highly significant moment as Laos celebrates the 50th anniversary of its National Day (December 2, 1975 – 2025), and as both Parties prepare for their National Congresses in 2026 — key events that will outline major policy directions for each country’s development.
The visit reaffirms the determination of the two Parties and countries to prioritise preserving and advancing the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos, ensuring it continues to evolve in line with the two countries’ strategic interests, vision and needs in the new period.
PM Chinh affirmed that Vietnam supports efforts to peacefully resolve all disputes in accordance with international law and practice, emphasising that Vietnam will continue to work with ASEAN member countries to promote the implementation of the ceasefire agreement between Cambodia and Thailand on July 28, 2025, in order to promote ASEAN's central role for peace, cooperation and development in the region.
Tu proposed that, in the context of complex developments in the world and the region, with intertwined opportunities and challenges, the commissions for external relations of both sides should continue to promote the tradition of their strong relationship, enhance information exchange, and closely coordinate to successfully fulfill their assigned tasks, thereby contributing to strengthening and deepening the special solidarity and comprehensive cooperation between the two Parties and the two nations.
Published in both Vietnamese and Lao, the four-part volume systematically compiles key cooperation documents, analyses notable achievements since 1997, draws key lessons, and outlines future directions for strengthening ties between the two offices in the new era.

General Khamtay Siphandone, former President of the Lao People’s Revolutionary Party (LPRP) Central Committee, former President of Laos and senior revolutionary of the LPRP, passed away at 10:30am on April 2 at the age of 102.
