NA deputies continue to discuss draft laws, resolutions on May 30

National Assembly (NA) deputies will continue their ongoing fifth session on May 30 discussing important matters, including a draft Law on Electronic Transactions (revised) and a draft resolution on pilot special policies for the development of Ho Chi Minh City.

Hanoi (VNA) – National Assembly (NA) deputieswill continue their ongoing fifth session on May 30 discussing important matters, including a draft Law on Electronic Transactions (revised)and a draft resolution on pilot special policies for the development of Ho ChiMinh City.

The draft Law on Electronic Transactions (revised) has sevenchapters and 54 articles. Compared to the current version, the bill has 31 new andnine amended articles, while erasing a number of regulations in five and eliminating three articles.

During the morning discussion, NA deputies will decide theinvestment policy for the project to construct road from National Highway 27Cto Road 656 in Khanh Hoa province which links to Lam Dong and Ninh Thuanprovinces, as well as the adjustment of the investment policy for Ka Pet reservoirin Ham Thuan Nam district of Binh Thuan province.

In the afternoon, they are scheduled to listen to a proposaland a verification report on a draft revised resolution on the conduct ofconfident votes for people holding positions elected or appointed by the NA andPeople’s Councils. They will discuss in group on the issue.

The afternoon agenda also includes a draft resolution on thepiloting of seven groups of special mechanisms and policies with 44 specificcontents for the development of Ho Chi Minh City.

Particularly, the draft resolution highlights a number ofnew policies, focusing on areas of investment, finance-budget, land management,and planning and system organisation.

According to the Government’s proposal, if the city canincrease its development investment from its local budget for its middle-termpublic investment, the city is allowed to allocate in advance to new projectsor add investment to its middle-term investment plan, laying the foundation forthe annual allocation and report to the NA in the year-end session.

It is allowed to use the public investment capital from thelocal budget through the Vietnam Bank for Social Policies to provide loans for povertyreduction and employment.

At the same time, the city is also allowed to pilot the transit-oriented development (TOD) model for its urban traffic system, and expand theareas for the application of public-private partnership (PPP) method for projectsin the field of sports and culture. It will also have the authority to decidethe minimum total investment of these PPP projects, according to the proposal./.
