Hanoi (VNA) – National Assembly deputies stressed the need to clarify responsibility in the management and use of public asset during their group discussion on the draft revised law on managing and using State asset on October 31.

Deputy Nguyen Sy Cuong of Ninh Thuan province noted the great losses in public asset due to the lack of transparency in this field, adding that there should be stipulations on the effective use of public asset to prevent wastefulness. He pointed to the fact that many public assets were left unused.

The deputy also applauded the stipulation on the responsibility to pay compensation in case of loss, and requested clearer regulations on this issue, such as which cases call for compensation, levels of compensation and methods of paying compensation.

Many deputies supported changing the name of the draft law to “Law on management and use of public asset” as suggested by the Government. Deputy Nguyen Van Canh of Binh Dinh said the name is consistent with stipulations in Article 53 of the 2013 Constitution and the 2015 Civil Code.

Deputy Ho Duc Phoc of Nghe An province, who is also State Auditor General, held that the definition of public asset should be expanded, such as assets belonging to State reserves or information database.

Deputy Tran Hoang Ngan of Ho Chi Minh City urged transparency in the management and use of public asset, saying that doing so will also help the fight against corruption.

The same day, the Government also submitted to the NA the draft revised law on railway and a bill on the guard force.-VNA
