Hanoi (VNA) – The National Assembly on June 11 discussed several draft laws and voted to adjust the NA’s closing session programme under the chair of NA Chairwoman Nguyen Thi Kim Ngan.
In the morning session, Chairman of the NA’s Law Committee presented a proposal to change the time for the debate and adoption of the draft Law on Special Administrative and Economic Units of Van Don, Bac Van Phong, and Phu Quoc.
The NA deputies voted to adjust the closing session of the NA (June 15 morning).
The NA moved on to work on the draft Law on Amnesty (revision). The deputies voiced their opinions which centred around the necessity of the revision, the scope of the bill, principals to determine cases eligible for amnesty request, responsibilities of those applying for amnesty to pay restitution and serve other civil obligations, and measures to ensure equality and fairness for prisoners. Some of these issues were cleared up by Minister of Public Security To Lam.
The afternoon meeting focused on the draft Law on Higher Education (revision). Lawmakers commented on the scope of the bill; the objectives, contents, methods, programmes and degrees of the higher education; the granting of autonomy to higher educational institutions and more. Minister of Education and Training Phung Xuan Nha explained and clarified some of these issues.
On June 12, the NA deputies will vote to pass a resolution on approval of the 2016 state budget balance, the revised laws on Competition, Cyber Security and Denunciation, and a resolution on the NA supervision programme in 2019. They will also discuss the draft law on amendments and supplements to some articles of the Law on Higher Education.-VNA
