New type of passport to be granted from August 15

Under a new circular released by the Ministry of Public Security, regular passports granted via shortened procedures will be issued besides existing passport types.

Hanoi (VNA) – Under a new circular released by theMinistry of Public Security, regular passports granted via shortened procedureswill be issued besides existing passport types.

Circular 31/2023/TT-BCA regulates the forms of passports,laissez-passers, and related forms and is applied to Vietnamese citizens andrelevant agencies. It will take effect on August 15, 2023.

Accordingly,the new type of passport to be issued is the regular passport granted viashortened procedures. It has a black cover, comprises 12 pages, and has avalidity period of no more than 12 months.

There are four groups of persons entitled to the granting of thispassport. Those are persons travelling abroad for a definite period, losing theirregular passports and wishing to return immediately. Also, persons not allowed toreside by their host countries, not covered by international treaties oragreements on the repatriation of citizens and lacking passports. There are also personsforced to return under international treaties or agreements on repatriation. And finally, the passports are available to those to be grantedregular passports due to defence and security reasons, according to Article 17of the Law on Exit and Entry of Vietnamese Citizens and Law No 23/2023/QH15that amends some of its articles.

The three existing passport types are diplomatic passport with abrown red cover, official passport with a dark green cover, and regularpassport with a blue purple cover./.

Phu Tho: 200kg bomb safely relocated, detonated

According to a report by the Phu Tho Military Command, local residents spotted the bomb on August 31 in the Da River after the river water receded, exposing it beneath mud and soil on the riverbed. The bomb remained intact, including its fuse, and was located about 300m from a residential area.

Under a draft decree replacing Decree 63, authorities will have to proactively pull information from databases and records for informational or technical procedures. Applicants would no longer be required to resubmit documents, and certification or information requests could not be turned into discretionary licensing through an “ask – give” mechanism.
