As many as nine laws will come into effect as of July, according to the Vietnam Government Portal (VGP).
The Law on Capital City , with four chapters, 27 articles, stipulates the position and role, policies, and responsibilities for building, developing and protecting the capital city.
It has regulations to protect the capital’s culture, education, science and technology, housing development and traffic and land management.
Under the law, Constellation of the Literature pavilion is chosen as the symbol of Hanoi , reflecting the history and culture of the capital city and the entire Vietnam as well.
The development of technical infrastructures is considered the key task of the city. Accordingly, the State will prioritise budget and Hanoi will focus its resources to constructing, developing and maintaining large-scale works located within its boundaries.
Mechanisms and policies regulated in the law will enable the city to maximise its potential, advantages and pro-activeness, thus creating a driving force for socio-economic development of the whole capital city area and the country as well.
The 12-chapter, 142-article Law on Handling Administrative Violations includes regulations to ensure equality, transparency, and objectiveness in handling administrative violations.
Persons aged from 14-16 shall be fined if they intentionally commit to administrative violations and those above 16 shall be fined if they themselves break administrative rules.
Persons under 14 shall only be called to attention or educated at home.
The Law on Personal Income Tax stipulates the scope and subjects of personal income tax.
The starting point of taxation on personal income is fixed at 9 million VND instead of the current 4 million VND per month and deductions for each dependent increase from 1.6 million VND to 3.6 million VND per month.
As the consumer price index fluctuates beyond 20 percent, the Government shall ask the National Assembly Standing Committee to adjust the levels of the family circumstances deductions for dependents.
Under the amended Electricity Law, the State will give priority to power development in rural, mountainous, border, disadvantaged areas and islands; and offer incentives for power generation projects using new or renewal energies.
The new Law also stipulates that retail electricity prices will be determined by the market but adjusted if necessary by the Government in accordance with the market development level.
Subsidies shall be granted for power consumption by poor households and those under Government social programmes.
The revised Law on Tax Management was designed to streamline administrative procedures for tax payers. It also aims to improve the efficiency of tax management in bid to avoid State budget losses and reduce tax debts.
Other new laws are the Law on Publishing, the Law on National Reserves, the Law on Lawyers and the Law on Cooperatives.-VNA
