The 500 kV Circuit 3 transmission line linking Quang Trach (Quang Binh) and Pho Noi (Hung Yen) has marked a remarkable milestone for Vietnam’s electricity sector, as one of the country’s most complex energy projects was completed in just six months instead of the usual three to four years.
The Vietnamese Government is hastening several key projects, including cross-border rail connections with China, the North–South high-speed railway, and urban rail lines in Hanoi and Ho Chi Minh City.
The government leader reiterated that the land clearance work has been separated from the investment projects and assigned to localities.
As head of the steering committee, PM Chinh reiterated the strategic direction outlined in the 13th National Party Congress, which emphasises the need to continue three strategic breakthroughs, with priority given to railway development and starting work on several sections of the North–South high-speed railway, improving transport connectivity with economic zones, industrial parks, seaports, and airports, and accelerating the pace of urban railway projects in Hanoi and Ho Chi Minh City.
During the visit, the parties exchanged ideas on high-tech material solutions and technologies that could be applied to national strategic transport infrastructure projects, particularly the North–South high-speed railway project.
Drawing from its international experience, 3M proposed collaboration with the MoC to integrate high-standard materials, technologies, and international safety criteria from the project planning to implementation and quality supervision stages.
The North–South high-speed rail line is expected to span approximately 1,541 kilometres, connecting Ngoc Hoi Station in Hanoi with Thu Thiem Station in Ho Chi Minh City, and traversing 20 provinces and centrally governed cities.
VinSpeed commits to mobilising 20% of the total capital, equivalent to 12.27 billion USD. For the remaining 80%, excluding costs related to compensation, relocation support, and resettlement for land clearance, the company proposed borrowing from the state budget, through zero-interest loans, repayable over a 35-year period from the disbursement date.
