The fourth meeting of the Communist Party of Vietnam Central Committee (CPVCC) opened in Hanoi on Dec. 26, to discuss fundamental and important issues.
The committee will consider and make decision on a project on urgent Party-building issues in the current situation, and discuss and assess the project on building a modern infrastructure system, serving national industrialisation and modernisation for 2011-2020.
The committee will consider reports reviewing the leadership and instruction of the Political Bureau in 2011, a report on results of inspection, supervision and implementation of disciplines in the Party, a report on Party financial work in 2011, and elect additional members to the 11th Party Central Committee’s Commission for Inspection.
Opening the meeting, Party General Secretary Nguyen Phu Trong stressed the importance of the construction of a modern infrastructure system, saying that this is one of three breakthroughs required to implement the socio-economic development strategy for 2011-2020 adopted by the 11th Party Congress.
Discussion and decisions on the project will help translate an important guideline of the 11th Party Congress into life, he said, adding that it covers both economic and social infrastructure, including transport, energy, irrigation, urban centres, information technology, industrial zones, trade, education and training, health, culture and sport.
The Party leader urged the committee to identify future targets and a development orientation, in accordance with the socio-economic development strategy for 2011-2020, combining rapid development and sustainable development and considering quality, productivity, effectiveness and competitiveness as top priorities.
The committee needs to refer to the socio-economic development targets and orientation and construction of the common infrastructure for the whole country, to map out a development pathway for each region, each key development region, each urban and rural region, industrial zone, service area, agricultural area, province and city.
On policies mechanisms and solutions, he noted more attention is needed on vital issues to attract more domestic and foreign social sources and address the trend of low quality and ineffective investment.
Trong also stressed the special importance in Party-building work for the Communist Party of Vietnam and the regime, asking the conference to have a correct assessment of the situation in order to identify targets and demands and implement appropriate guidelines and measures.
It is necessary to define a timeline for actions, especially building and issuing regulations and policies, to map out plans and roadmaps of implementation.
According to the Party leader, the immediate requirement is that each cadre and Party member, particularly each Party Central Committee member, Politburo member and secretariat member, adopts a model of self-criticism and is vigilant against seducement from fame, wealth and material goods.
He said building and revamping the Party is important, difficult and complex work, adding that the Party needs to place special importance to the Party building task set by the 11 th Party Congress, creating changes in the work.
The fourth CPVCC meeting will last until Dec. 31./.
