The third meeting of the 11th Communist Party of Vietnam Central Committee (CPVCC) closed in Hanoi on Oct. 10, highlighting the importance of socio-economic development and Party-building work.
In his closing speech, Party General Secretary Nguyen Phu Trong said that the meeting was successful, but the country expects to face difficulties, along with complex and unpredictable developments. Therefore, he said, its is necessary to thoroughly grasp and implement the Resolution of the 11th Party Congress and resolutions and decisions of this third meeting.
The General Secretary expressed his belief that the country will step by step surmount all difficulties and challenges on the basis of precisely assessing the situation, setting a correct orientation and solutions, having a strengthened apparatus of organisation and new cadres and unanimity of the entire Party, entire people and entire army, striving to successfully complete targets and tasks of the socio-economic development plans for 2012 and the 2011-2015 period.
He summarised the meeting’s five main and outstanding outcomes, emphasising that meeting participants evaluated the country’s socio-economic situation, reasons for current difficulties and challenges and development trends.
The Party Central Committee announced initial results such as a GDP growth rate of 5.76 percent for the first nine months of 2011 and an estimated 5.8-6 percent for the whole year, and all-round development in agricultural production with a record in terms of food output and rice export, Trong said.
But, he added, the country has not yet fulfilled several important targets of the 2011 socio-economic development plan, particularly inflation control, macro-economic stability and social security.
Regarding viewpoints on development, steering thought and orientation on objectives, tasks and some key targets in the socio-economic development plans for the 2011-2015 period and 2012, the Party Central Committee stressed the need to have a thorough grasp of and to find solutions to the conflict between growth and development quality; between high growth and macro-economic stability; between inflation curbing, macro-economic stability and renovation of the growth model and economic restructuring, between economic development and cultural development; plus the implementation of progress, social equality and security.
There is a need to further promote the decisive role of the State in building and regulating the development of the socialist-oriented market economy in Vietnam , the Party leader said.
The meeting reached high consensus on major solutions to create a renewal of the growth model, economic restructuring, improving quality, efficiency and competitiveness.
The Party Central Committee stressed the need to continue the implementation of tight monetary and fiscal policy and reduce public investment, while facilitating production and business and supporting important services, fields and businesses with potential for development in 2012.
The meeting also discussed and decided to combine economic restructuring with renovation of the growth model. In the next five years, it is essential to focus on restructuring investment, fiscal markets and reorganise State-owned enterprises.
The Party Central Committee also laid out pathways on policies and measures to ensure food security, combining environmental protection, energy security, political stability and social order and safety.
It considered and decided on the issuance of regulations on implementing the Party Statute, and guidance on performance of regulations on Party inspection, supervision and discipline./.
