Hanoi (VNA) – The Government will boost the delegation of responsibility and rights to local governments in order to increase the efficiency of the government, Prime Minister Nguyen Xuan Phuc said at the regular Cabinet meeting on May 4.

The PM emphasised that the government should shift from using administrative orders to creating conditions and assisting development, and make it the action motto of ministries and sectors.

“Managerial people are the servants of people, to serve people, not the burden of the people and enterprises,” he said.

Under the motto, the PM required the clear separation of the state managerial functions and the market economy, reducing the ask-give mechanism in management, fostering the transparent operation of State agencies, fighting corruption and negative phenomena.

The decentralization of responsibility and rights should be promoted to prevent bringing all problems to the government and the PM.

Concerning immediate tasks, the PM asked the members of the government to focus their efforts on organising the elections of deputies to the National Assembly and all-level people’s councils for the term of 2016-2021; building ministries and sectors to be able to quickly respond to social-economic events in the realm of their responsibility.

The PM affirmed the government’s viewpoint is not to adjust the goals and missions of 2016, they are still for pursuing growth of 6.7 percent, containing inflation, stablising the macro-economy, ensuring social security and enhancing the living conditions of people.

Laying emphasis on improving the business environment, Phuc said leaders of ministries and local People’s Committees must be accountable to the government for the implementation of the Resolution No 19-2016/NQ-CP and the Resolution on the development of enterprises, focusing on solving difficulties, obstacles to enterprises; simplifing and publicising administrative procedures; getting rid of sub-licences; creating favourable business and investment environment; encouraging startups, freedom of creativity; and mobilising all resources for development according to the spirit of new Laws on Investment and on Business.

The government’s members shared the view on the importance of institutional reform; resolving difficulties and creating all favourable conditions for the development of enterprises.-VNA
