Hanoi (VNA) – The Prime Minister has asked Cabinet members and officials from relevant agencies to seriously observe the Government’s working regulations to achieve sounder operations, performances and coordination.
In a document with regard to the issue released recently, he requested Cabinet members to join all Government monthly meetings and express their viewpoints during discussions.
Reports and projects to be presented at the monthly meetings will be sent to the Government Office at least three days ahead of the events.
Meetings of the Cabinet’s permanent members and others presided over by the PM and Deputy PM will only feature authorised delegates who are heads of ministries and agencies.
The Government Office was tasked with supervising participants and ensuring documents used in the meetings are confidential.
Online invitations, along with paper ones, for Government regular meetings have been sent to Cabinet members from June this year and the e-invitation form will shortly be used only, according to the PM.
Regarding actualising the Government’s working programme, the PM asked ministers and heads of agencies to ensure the quality and progress of their projects.
Those who want to withdraw their projects from the programme or adjust their registered progress must explain why to the PM.
Draft laws and ordinances should be submitted to the Government together with plans and draft decrees guiding the effectuation of the legal documents.
The PM will not address issues which should be handled by ministries, ministry-level agencies and Government agencies.
The PM also asked the Government Office to keep close watch on the implementation of the working programme of ministries and agencies, and report on them to monthly Cabinet meetings.
He also made clear the coordination role played by ministers and heads of agencies, especially in the settlement of issues relating to different sectors.
Heads of ministries and agencies should understand their role as Cabinet members is to partake in activities of the Government as well as commissions, councils and drafting boards of which they are members, the PM said.-VNA
