Public expect breakthrough in personnel work

Hanoi (VNA) – The on-going 7th plenary meeting of the12th Central Committee of the Communist Party of Vietnam is attractingspecial attention from Party members and the public, with high expectations fornew breakthroughs in the building of the contingent of cadres, especially atthe strategic level.

Dr Ngo Duc Chinh, a lecturer at the Transport University in Hanoi, said besidescertain achievements, the personnel work should draw lessons from a series oftrials over the recent time involving many high-ranking cadres.  

In order to have a contingent of competent and clean cadres in theapparatus of the Party and public agencies, the lecturer said we should beginwith the selection of cadres at the grassroots level which are Party cells andadministrations of communes and wards. The work to clean up the apparatus shouldbe done regularly to eliminate unqualified cadres.

According to Chinh, “Only when we strengthen the contingent of cadresfrom the grassroots level can the Party and State build an administration thatis close to the people and works for the people, thus enhancing the effectivenessand efficiency of State management.”

Sharing Chinh’s view, architect Do Ngoc Giao at the Tay Ho ArchitectureConsultation Company in Hanoi’s Hai Ba Trung district said in order to findcompetent officials and assign them to the right positions, the Party needs todiscover degraded cadres or political opportunists to exclude them from the Partyand State apparatus and firmly fight the paying of bribes in exchange forposition.

He noted that public opinions have questioned the fighting capacity ofParty cells and the effectiveness of self-criticism and criticism.

“I hope that the Party Central Committee’s 7th meeting willcreate a breakthrough in personnel work so that the State apparatus will haveofficials who put common interest first,” he said.

The 7th plenary session of the 12th-tenure Party Central Committee istaking place in Hanoi from May 7-12.

Main issues on the agenda of thesix-day sitting include the personnel work at all levels, especially atstrategic level, salary reform for officials, public servants, the armedforces, and workers, and social insurance policy reform, among others.-VNA
