Officials of the northern province of Quang Ninh on Dec. 16 sat down and discussed with Japanese investors and experts measures to develop green economy in the province and attract Japanese investors.
Secretary of the provincial Party Committee Pham Minh Chinh said Quang Ninh aims to become an industrialised locality by 2020 and one of the economic locomotives in the northern region.
The province will shift from a “brown” growth model that is based on limited natural resources to “green” growth, and strengthen sea-based economy in order to create a strong foundation for a great leap in comprehensive development after 2020, he said.
Chief Representative of the Japan International Cooperation Agency (JICA) in Vietnam Monotori Tsuno affirmed that Japan will provide financial and technical support as well as share experience with Vietnam in developing a green economy.
Japan is now Quang Ninh’s largest ODA provider with 13 projects capitalised at 200 million USD.
The projects focus on developing infrastructure, upgrading rural transport system, building irrigation work, supporting health care and protecting the environment. Several major projects, including Cai Lan deep water port and Bai Chay bridge, play an important role in the province’s sustainable development.
Regarding investment, four Japanese enterprises are operating in Quang Ninh with combined registered capital of nearly 7.26 million USD, putting Japan at the 12th position among countries and territories investing in the province.
Yuichi Bamba, Deputy Chief Representative of the Japan External Trade Organisation in Vietnam suggested Quang Ninh offer stronger support mechanisms for Japanese investors like Da Nang city and Ha Nam and Bac Ninh provinces have done.
Meanwhile, Masanori Ogura, Secretary General of the Japan Business Association in Vietnam said that to attract more Japanese investors, the province should pay attention to training high-quality human resources, ensuring power supply in industrial zones, upgrading transport system to connect with Hanoi and HCM City and implementing one-stop mechanism.
Chairman of the People’s Committee Nguyen Van Doc told Japanese investors that the province has established an investment promotion agency and is speeding up the construction of roads connecting Quang Ninh with Hai Phong city and Hanoi as well as studying the building of Van Don airport.-VNA
