The State Bank of Vietnam set the daily reference exchange rate for the US dollar at 23,631 VND/USD on December 23, down 5 VND from the previous day.

Hanoi (VNA) - The State Bank ofVietnam set the daily reference exchange rate for the US dollar at 23,631VND/USD on December 23, down 5 VND from the previous day.

With the current trading band of +/-5%, theceiling rate applicable to commercial banks during the day is 24,812 VND/USDand the floor rate 22,449 VND/USD.

The opening-hour rates at commercial banks decreased.

At 8:32 am, BIDV listed the buying rate at23,500 VND/USD and the selling rate at 23,780 VND/USD, both down 25 VND fromthe end of December 22.

Meanwhile, Vietcombank cut both rates by 20 VNDto 23,490 VND/USD (buying) and 23,800 VND/USD (selling)./.

Hanoi strengthens oversight of transition to E10 biofuel

Authorities ordered to closely monitor rollout of E10 biofuel from June 1

According to the agency, the move is aimed at ensuring the effective and synchronised implementation of the E10 transition roadmap under Circular No. 50/2025/TT-BCT, issued by the Ministry of Industry and Trade on November 7, 2025. The plan seeks to avoid delays or supply disruptions that could affect the domestic fuel market.
