State Audit Office, GIZ boost cooperation

Berlin (VNA) – AVietnamese delegation led by State Auditor General Ho Duc Phoc held a workingsession with leaders of the German Agency for International Cooperation (GIZ)in the German city of Bonn on February 28.

Speaking at the event, NguyenKim from the German Ministry of Economic Cooperation and Development, who is incharge of cooperation with Vietnam, said the State Audit Office of Vietnam(SAV)’s interest in information technology and environment audit is also partof the focus in coordination between the two countries and Germany’sdevelopment strategy in Asia and partner countries in the near future.

Auditor General Phoc, for hispart, said thanks to the GIZ’s effective support, the SAV built and issued 36standards based on international audit standards set by the International  Organization of Supreme Audit Institutions (INTOSAI).

From 2011 to2019, the GIZ continued to assist the SAV via a regional project to improve thecapacity of the ASEAN Supreme Audit Institutions (ASEANSAI), he said, expressinghope for further support from the GIZ, especially in operational, environmentand information technology (IT) audit.

According to him, the SAV isworking to improve operational audit to better assess the efficiency andeffectiveness of the use and management of public finance and assets.

He suggested the German sideshare experience in devising strategy, selecting topics, and presenting reportson operational audit.

Phoc said the SAV will builda database on IT audit and databases on other fields in order to compile anoverview of the national finance and public assets, conduct periodic audit onkey IT systems and projects, step up training of IT auditors, build a big datasystem and an intellectual database.

He expressed hope that theSAV would continue receiving support from GIZ in environment and IT audit,application of IT in audit activities and use of artificial intelligence in bigdata analysis.

Previously, the delegation of the State Audit Office of Vietnam took part in the 7th international integrity seminar that opened in Budapest, Hungary, on February 24, then had a working session with President of the Court of Audit of Belgium Philippe Roland in Brussels on February 26.

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has been working in Vietnam for more than 20 years. 

GIZ supports Vietnamese authorities in the management of protected areas and sustainable forests, including the certification of timbers and introduction of payments to local people for their forest-related environmental services.

In the Mekong Delta, climate change adaptation measures are supported, for example by building wave breakers along the coastline to protect the backlands against erosion as well as storms and floods. On the national level, GIZ is working with the Vietnamese Government to achieve the country´s Nationally Determined Contribution under the Paris Agreement to contribute to global climate change mitigation efforts.

GIZ is working closely with the Vietnamese authorities on the development and implementation of strategies and framework conditions to improve the demand-orientation of technical and vocational education and training (TVET) with a focus on the cooperation with the business sector. Institutions of practical training are supported by GIZ in their efforts to improve the quality and practice-orientation of the trainings. The objective is to increase the provision of qualified workers, meeting the needs of a green and sustainable economy.

Besides development measures in the three priority areas, GIZ also supports the implementation of Vietnam’s Green Growth Strategy. This includes strengthening policymakers’ capacities to pursue green economic policies and providing legal advice to improve the regulatory framework.

GIZ also endorses reforming Vietnam’s public finance system and introducing new financial instruments for projects invested in environment sector in order to achieve lasting impacts and facilitate Vietnam’s progress towards a sustainable future./.
