The event, organised by the managing board of a state-level project ontheoretical and practical foundations for the amendment andsupplementation of the 1992 Constitution, took place under the chair ofNational Assembly Vice Chairman Uong Chu Luu.
The seminaroffered an opportunity for experts and scientists to evaluateviewpoints and thoughts on constitution of a number of influentialscholars and politicians both at home and abroad.
Theparticipants deliberated theoretical and practical matters regarding therole, position and content of the Constitution through Vietnam ’sdifferent periods while comparing notes on foreign constitutional modelsand processes.
NA Vice Chairman Luu said Vietnam’s60-year constitutional history with eight times of promulgation,amendment or supplementation shows that constitutional activities notonly represent constitutional rights of the National Assembly but alsomark the country’s historical milestones and offer an opportunity forthe entire population to get involved in wide-scale democratic politicalactivities.
Each change in the Constitution carries aprofound historical significance, marking a transformation of the wholenation to enter a new development period, Luu said.
Heasked experts and scientists to focus their discussion on major topicssuch as the history of constitutional thoughts and viewpoints inVietnam, the role, position and basic functions of the Constitution andthe link between the Constitution and people’s sovereignty./.
