Hanoi (VNA) - As the epidemic situation showing signs of being better controlled in many provinces and cities across the country, the tourism industry and especially travel agencies and service providers that have survived until now are recovering their operation.
In order to recover the sector on the right track, the sector’s management at different levels have issued plans and documents guiding the implementation of Resolution 128. Businesses and localities work together to ensure safety for long trips. However, the implementation of the resolutions is still facing difficulties.
How to cope with F0 visitors?
At this time, localities such as Quang Ninh, Vinh Phuc, Bac Giang, Thanh Hoa, Da Nang, Khanh Hoa, Phu Yen, Binh Dinh, Ba Ria-Vung Tau, Lam Dong... are ready to open to tourism.
The central province of Binh Dinh has agreed to welcome domestic tourists from November 1, in which, it will organize package domestic tours in areas determined to be safe with high vaccination coverage such as: Phuong Mai peninsula (Nhon Ly, Nhon Hai and Nhon Hoi communes, Nhon Chau island commune (Quy Nhon city) and Cat Tien town (Phu Cat district).
Ms. Nguyen Thi Xuan Lan, Vice President of Binh Dinh Tourism Association and CEO of Golden Life Travel, said that the requirement for visitors in groups is fully vaccinated with the second dose being injected 14 days before departure time and valid COVID -19 test by PCR method for 72 hours… Meanwhile, the regulation on COVID testing is still waiting for the unification between provinces and cities.
“If a visitor is found positive to COVID-19, the travel agency must immediately notify the local management agencies, departments such as the Department of Tourism, the Department of Health, not to make decision,” Lan said.
On the travel side, Lan said that all staff were fully vaccinated, follow all pandemic preventive measures during the tour, disinfect means of transport and wear masks and remind passengers to practice 5K message.
Shortcomings still remain
According to the leaders of the tourism industry, although there are clear and specific guidelines and policies of the Government and ministries, branches and central agencies, travel between localities still has many shortcomings.
“I think the most important basis right now is the policy of the Government, reflected in Resolution 128, which has just been issued, which clearly states secession must be ended to create favorable conditions for economic activities, especially for business recovery,” emphasized Mr. Nguyen Trung Khanh, Director General of the Vietnam National Administration of Tourism.
In addition, the Ministry of Health also issued Decision No. 4800/QD-BYT (October 12) on professional guidance, which sets out three clear criteria for assessing the epidemic. Specifically, the control, whether or not testing must be appropriate to the epidemic levels and for the local self-assessment, not mandatory.
On the other hand, the Ministry of Transport is also continuously issuing temporary guidance documents for travel, including road, railroad and airway... On that basis, the Ministry of Culture, Sports and Tourism has also issued a general guide for effective epidemic prevention and adaptation in cultural and tourism activities.
Director General Nguyen Trung Khanh said that "it is one of the bases for businesses and localities wishing to restore tourism to be able to deploy."
However, although the policy and guidelines "above" are available, the actual implementation to each locality is a story that causes many difficulties and embarrassment for businesses and travel agencies./.
