Vietnam boosts effective enforcement of Torture Convention

Vietnam will make more efforts to increase the effectiveness of the enforcement of legal regulations on anti-torture.

Hanoi (VNA) – Vietnam will make more efforts to increase theeffectiveness of the enforcement of legal regulations on anti-torture.

This is the main task of a plan, recently approved by DeputyPrime Minister Tran Luu Quang, on enhancing the efficient enforcement of theConvention against Torture and Other Cruel, Inhuman or Degrading Treatment orPunishment (the Torture Convention), as well as implementing appropriaterecommendations of the UN Committee Against Torture (CAT).

The plan aims to continue the effective implementation ofthe 2013 Constitution and define tasks and the roadmap to implement them in orderto efficiently carry out regulations of the convention and relevantrecommendations of CAT, thus contributing to promoting people's enjoymentof the right to health and bodily autonomy, in accordance with theConstitution, laws and socio-economic conditions of Vietnam; and to ensure foreignand domestic requirements, national security, and social order and safety.

The plan assigns tasks to each ministry, sector andlocality, and requires effective coordination between them.

It stresses the need to continue investing in building andcompleting facilities and equipment serving State agencies’ related works, and improvingthe efficiency of the implementation of regulations on ensuring rights and regimesof those held in custody or temporary detention, sentenced persons and thosesubject to administrative handling measures.

Under the plan, Vietnam will raise the efficiency of receiving and handlingdenunciations related to torture, and step up the investigation, prosecutionand trial in a strict and public manner.

Attention will be paid to the intensification of communications,education and training on the Torture Convention as well as national law onthis issue, and the country’s efforts and achievements./.
