The Vietnamese Institute of Labour Science and Social Affairs (ILSSA) under the Ministry of Labour, Invalids and Social Affairs (MOLISA) held a consultative workshop on the building of Vietnam’s social welfare floor in 2011-2020 in Hanoi on May 20.

The social welfare floor (SWF), a UN initiative created by the International L abour O rganisation (ILO) and the World Health Organisation in 2009, has spread across the globe.

The SWF’s priority objectives are children, people with insecure incomes, and the elderly.

Speaking at the event, MOLISA Deputy Minister Doan Mau Diep said social welfare in Vietnam is a social undertaking and a national orientation since the country was a low income one.

Participants said the SWF not only assists poor people and vulnerable groups in Vietnam, it also plays a vital role in the country’s sustainable development.

Vietnam’s development strategy has been consistent with SWF standards to ensure its economic development associated with the ongoing social welfare objectives, said representatives.

Vietnam has aggressively pursued policies to provide national medical access in the next four years.

Social welfare spending averaged 95 trillion VND per year, or 6.6 percent of GDP, during the 2003-2011 period, with 51 percent of which covered by the State budget.-VNA
