Vietnam to be ASEAN elite in national digitalisation by 2025

By 2025, Vietnam is among the top four ASEAN countries in terms of national digital ranking as a goal set out in the draft scheme on national digital transformation.

Hanoi (VNA) - At a conference on the implementation of the year plan in mid-January 2019, the Ministry of Information and Communications was formally assigned by the Prime Minister to develop the national digital transformation scheme and submit it to the Prime Minister in 2019.

The project should clearly set out tasks, schedule and manner for the process of digitisation and digital transformation nationwide in all socio-economic fields.

According to the draft scheme, the digital transformation will be divided into three phases. Phase one (2019-2020) will see the digitisation of socio-economic fields in order to increase operational efficiency, labor productivity, create new sources of growth including focusing on building infrastructure, facilitating the legal environment, guiding and supporting digital transformation of enterprises, especially small and medium-sized enterprises, developing digital start-ups; developing digital human resources.

In phase two (2021-2025), digitization will be turned into a domestic and global competitive advantage. This will enhance economic competitiveness by deploying new integrated digital ecosystems, serving customer needs focusing on promoting business model transformation and forming intergrated value chains.

In phase 3 (2026-2030), the country will move towards a comprehensive digital economy with its every field being digitized, forming new generation digital industries. These new industries will be the economy’s locomotive with a focus on supporting the development of new digital technologies such as AI, Immersive Media, IoT, Cybersecurity, comprehensive and profound digital transfer.

According to the draft scheme, by 2025, Vietnam will be in the top 4 of ASEAN in terms of national digital ranking.

The goal of economy digital transformation is to develop at least 80,000 Vietnamese digital technology enterprises, making Vietnam one of the largest electronics, telecommunications manufacturers and software exporters in the world.

At the same time, Vietnam will develop e-government towards digital government with the goal of raising the level of e-government in accordance with the United Nations criteria, with a hope to gain an increase of 10 to 15 notches by 2020, besides reaching 50 percent rate of online procedures, developing a digital workforce and training one million ICT experts.

The draft stated that, it is necessary for digital transformation to focus on forming 5-7 large technology corporations and enterprises with the leading role in cutting-edge technology and markets of Vietnam and the region. The development of ICT products will be key including producing 5G chips, core chips for digital transformation.

In addition, improving the ecosystem for startups is also focused when developing digital startups, encouraging digital startups to create new products and services in addition to connecting startups with investment funds and creating tax preferentials for venture capital funds.

Regarding e-commerce development, the project also stated that it is necessary to support small and medium-sized enterprises to participate in electronic trading floors, complete legal regulations to protect consumer rights, protect personal information on e-commerce platforms.

Earlier, at the Vietnam Economic Forum 2019, Minister of Information and Communications Nguyen Manh Hung assessed that digital technology - digital transformation - digital economy - digital era is an irreversible process. This is a global trend.

“This is really an opportunity to realize Vietnam's strong aspirations. Digital economy will bring great benefits to the nation, businesses and people. Digital economy helps increase labor productivity and economic growth. This growth is sustainable, ”said Minister Nguyen Manh Hung.

According to Minister Hung, digital technology will contribute to narowing the gap between rural and urban areas. Digital technology brings about new approaches, new solutions to effectively solve long-term problems such as environmental pollution, increasing rich-poor gap, measuring social mood and people's participation in policy making./.
