Vietnamese Ambassador stands for election to Int’l Law Commission again

Ambassador Nguyen Hong Thao, the first Vietnamese to be elected as a member of the International Law Commission (ILC), will continue running for this post for another tenure, 2023-2027.

New York (VNA) – Ambassador Nguyen Hong Thao, the first Vietnameseto be elected as a member of the International Law Commission (ILC), willcontinue running for this post for another tenure, 2023-2027.

The 76th United Nations General Assembly plans toconduct voting for 34 ILC members at the UN headquarters in New York onNovember 12.

Thao is among 11 candidates who will be running for eightseats representing the Asia-Pacific region. The remaining 10 candidates arefrom Japan, China, the Republic of Korea, Thailand, Cyprus, India, Sri Lanka, thePhilippines, Mongolia and Lebanon.

Meanwhile, there are 12 candidates running for nine seatsrepresenting Africa; seven candidates running for three seats representing EasternEurope; seven candidates running for six seats representing Latin America andthe Caribbean; and 11 candidates running for eight seats representing WesternEurope and other countries.

Ambassador Thao is a veteran Vietnamese diplomat with 40years of experience. He earned a doctorate degree on law from the University ofParis 1 Pantheon-Sorbonne and is now also teaching international law at theDiplomatic Academy of Vietnam.

In 2016, Ambassador Thao became the first Vietnamese to beelected as an ILC member. During the 2017-2022 tenure, he actively promotedILC’s research results, delivered speeches and joined discussions at the ILC.

He also helped express developing nations’ interest in newand non-traditional topics, and actively joined in discussions on topics suchas protection of the atmosphere and environmental protection in armedconflicts. Most notably, he strongly supported the ILC’s research on risingseawater level and the addition of the issue to the committee's long-termworking agenda.

With an in-depth knowledge about laws on the sea and theenvironment, he made significant contributions to the first report of theresearch group on rising sea level in relation to international law last year.

Apart from valuable professional contributions, Thao alsoplayed a role in fostering connections and ties among ILC members to promoteexchange between legal researchers and practitioners of international law athome and abroad. He was also speakers at many universities and prestigiousseminars in the region. In 2018, he was elected as the second Vice Chairman ofthe ILC on the occasion of its 70th founding anniversary./.
