Vietnamese, Russian ministers talk defence cooperation

The agreement came out attalks in Moscow on August 7 between General Phung Quang Thanh andGeneral Shoigu Sergei Kuzugetovich following a ceremony held to welcomethe former and his entourage in an official friendship visit from August7-10 to Russia.

General Thanh spoke ofproductive developments in Vietnam-Russia comprehensive strategicpartnership both bilaterally and multilaterally in recent times.

He emphasised the honour and deep gratitude to people and armed forcesof the former Soviet (current Russia) for their immense, efficientassistance to Vietnam during wartime, attributing these assistance toVietnam’s gaining of national independence and reunification and itsnational construction.

“Defence cooperation playsan important role in the two countries' relations,” Minister Thanhunderscored, saying his visit aims to elevate that cooperation to thepace with comprehensive strategic partnership for the sake of peace,stability in the region and the world.

In the currentchanging world, the two sides need to deepen their defence cooperation,making it more productive and sustainable and close to each side’s realdemands in conformity with the signed agreement, he said.

Specifically,these include the exchange of delegations at all levels as well asdefence policy and strategy issues, training, the sharing of experiencebetween armed forces and military technology cooperation, Thanh added.

He stated that the effective defence cooperation does notgo beyond reinforcing bilateral traditional friendship and relationswithin the mutually beneficial strategic partnership to provide apeaceful and stable environment for national development. “It does nottarget a third country,” he stated.

The VietnameseMinister also noted that bilateral cooperation needs to conform tomultilateral cooperation mechanisms, especially the ASEAN DefenceMinisters’ Meeting Plus, in which Russia plays an important role.

MinisterThanh said he hopes that on the basis of mutual political trust,expediting these proposed cooperative measures will bring the twocountries’ defence ties to a new height, on a par with theircomprehensive strategic partnership and in their mutual interests.

For his part, Minister Shoigu Sergei Kuzegetovich stressed that Russiaalways considers Vietnam as its strategic partnership while speaking ofthe traditional friendship with Vietnam and the achievements made byVietnamese people and army.

He expressed his approval ofthe proposed cooperation activities, affirming that Russia will takepositive moves in cooperation with Vietnam in personnel training,military technologies and navy. “The most favourable conditions will becreated for cooperation in these fields,” the Minister added.

Followingthe their talks, the two Defence Ministers witnessed the signing of abilateral training cooperation plan and met the press to inform aboutthe outcomes of their talks.-VNA
