Vietnam and the United Nations (UN) signed a new One Plan with a budget of 480 million USD for the 2012-2016 period in Hanoi on Mar. 27.
Signatories were the Vietnamese Minister of Planning and Investment Bui Quang Vinh and representatives from 16 UN organisations and the International Organisation for Migration (IOM).
Serving as the framework of the UN-IOM cooperative programmes in Vietnam, the plan will assist the Vietnamese government in achieving sustainable growth and equality for all people, providing access to key services and social protection, and enhancing public governance and participation.
Addressing the ceremony, Minister Vinh said the plan aims to manage and utilise UN official development assistance effectively to meet Vietnam’s priorities for national socio-economic development.
He said the plan also serves as an important document for both UN and Vietnamese agencies to determine specific actions towards fulfilling the Hanoi Core Statement on aid effectiveness and the Delivering as One (DaO) initiative.
UN resident coordinator in Vietnam, Pratibha Mehta said the plan marks the beginning of a new period of carrying out DaO in Vietnam, along with promoting the six common pillars of one plan, one budget, one leader, one set of management practices, one voice and one UN green house.
Vietnam is one of the first eight countries to implement DaO, an initiative which helps UN organisations operate more efficiently at national level, she said.
Peter D’Huys, First Secretary for Development Cooperation of the Belgian Embassy in Vietnam, stressed the importance of the Vietnamese Government’s leadership role and the cooperative spirit among the Government, the UN and international donors to step up the UN’s entire reform process.-VNA
