Hanoi (VNA) - Conclusion 12 of the Political Bureau and Resolution 169 of the Government is the first time a policy of taking care of the community of the Vietnamese living abroad has officially been stressed with a written document.

A conference on the work of Vietnamese people in foreign countries was held in Hanoi on June 29. It aims to create unity in perception and actions among the offices and organisations that play a direct part in the work of the Vietnamese people in foreign countries, raising the significance, importance and role of the work while ensuring that the offices and organisations firmly grasp the advocacy, tasks and measures to effectively implement the work on the Vietnamese people in foreign countries in the new situation.

The online event was made to nearly 200 points inside and outside the country.

Deputy Foreign Minister Pham Quang Hieu, who is also head of the State Committee on Overseas Vietnamese, highlighted the contents of Conclusion 12 of the Political Bureau and Resolution 169 of the Government on the work on Vietnamese people living abroad in the 2010-2026 period.

This is the first time the policy on taking care of the Vietnamese community living abroad has been officially stressed with a document manifesting the profound attention from the Party and the State to the community of overseas Vietnamese which is playing the role of an “inseparable part” of the Vietnamese nation, the official stressed.

Deputy FM Hieu highlighted the achievements recorded, such as the work on solidarity, the mobilisation of overseas Vietnamese to turn their heart and mind to the homeland, the support for overseas Vietnamese, the preservation of the Vietnamese language, the bringing into play of the national cultural identities, etc., which have been continuously renovated and reaped important breakthroughs.

However, the official also pointed to a number of problems, such as the measures to deal with the legal violations by the Vietnamese in foreign countries, raise the efficiency of the teaching of the Vietnamese language in foreign countries, and the bringing into play the initiatives and contributions by overseas Vietnamese.

On the key tasks in the time to come, Ambassador Ngo Trinh Ha, deputy head of the State Committee on Overseas Vietnamese, said the work will follow the tasks mentioned in the document of the 13th National Party Congress such as helping them to obtain a firm and permanent legal status and to develop their economy and life so as to integrate themselves into the host societies; improving the efficiency of the citizen protection; facilitating them in preserving the Vietnamese language and national cultural identities; keeping them abreast of the domestic situation so as to help them turn their heart and mind to the homeland and to have righteous perception and acts suitable to the national interest; and working out policies to attract their resources, etc.

The primary targets of the work now are the young overseas Vietnamese who are prestigious and influential in the community or even the figures who used to be prejudiced against.

This will not only help affirm the consistent advocacy of the work but also create a spill-out effect in the community, Ambassador Ha pointed out.

Besides, the ministry is coordinating actions with relevant ministries, sectors and localities in building comprehensive measures to take care of and support Vietnamese living in disadvantaged localities, such as those in Cambodia and Ukraine.

According to him, the evacuation of the Vietnamese has been basically completed, and the ministry will join relevant authorities in helping them soon stabilise their life.

According to the State Committee on Overseas Vietnamese, there are now about 5.3 million Vietnamese living and working in over 130 countries and territories, with more than 80% of them residing in developing countries. Their position and prestige in the host societies are increasing, and they have their role and influence at various levels on the relations and friendship between their residential countries and Vietnam. Overseas Vietnamese are becoming a more and more important resource that contributes to the national development, both economic, intellectual and “soft”./.
