During his field inspection, Prime Minister Pham Minh Chinh noted the people’s satisfaction and trust in local authorities, emphasising that the two-tier administration model in Bat Mot and Thanh Hoa has been operating effectively, providing transparent, streamlined services and facilitating easier access to public services.
Modernising administration and enhancing transparency in handling administrative procedures will help improve the quality and user experience of the ministry’s online public services.
Under prior government resolutions, the PM approved a reform blueprint spanning 14 ministries and ministerial-level agencies. It targets simplification or elimination of 2,051 out of 4,888 administrative procedures, 42% of the total, and streamlining of 2,263 out of 6,974 business conditions, or 32%. Authorities also plan to amend or supplement 466 legal documents to support the changes.
According to Minister of Home Affairs Pham Thi Thanh Tra, most initial obstacles in operating the two-tier local government, such as overlaps in decentralisation, incidents in IT systems, and complexity in personnel arrangements, have been largely resolved.
Ministries and ministerial-level agencies are requested to thoroughly review the feasibility of current decentralisation frameworks, assess their effectiveness, and propose adjustments.
