Bac Giang (VNA) – Bac Giang continues to improve the efficiency of administrative reform, focusing on reviewing, reducing and simplifying administrative procedures serving people and businesses, according to Vice Chairman of the provincial People’s Committee Mai Son.
In June 2022, Bac Giang improved its standing on the Vietnam Provincial Governance and Public Administration Performance Index (PAPI).
The province has also promoted the implementation of online public services at Level 3 and Level 4 in order to ensure that the rate of online public services generating dossiers reaches 85 percent, and the rate of administrative procedures handled online reaches 50 percent.
This year, Bac Giang aims to reduce at least 10 percent of administrative procedures to reduce wait times to an average of 20 minutes per transaction.
At least 60 percent of administrative procedures can be paid online, in which the percentage of online payment transactions reaches 30 percent or more.
State administrative agencies are aiming for at least a 90 percent approval rating from clients, and an 85 percent satisfaction level of administrative procedures related to land, construction, investment, healthcare and public education services.
In the remaining months of the year, Bac Giang will focus on reforming the State administrative apparatus, civil service, public finance, and building and developing e-government and digital government.
Attention will be paid to innovating and improving the quality of assessment and determination of the annual Public Administration Reform Index (PAR Index) of administrative agencies in a comprehensive and transparent manner.
The locality will also concentrate on surveying the satisfaction of people and organisations for services provided by State administrative agencies at all levels in various forms, such as issuing mechanisms, policies and laws; organising law enforcement, and providing public services.
In the first five months of 2022, Bac Giang province strengthened administrative reform in association with improving the roles and responsibilities of cadres and civil servants.
The provincial People's Committee has issued a dispatch requesting the rectification of administrative procedures, and directed sectors to speed up simplification of administrative procedures.
The locality has issued a plan to implement the Prime Minister's project to raise awareness, popularise skills and develop human resources for the National Digital Transformation Programme by 2025 with a vision towards 2030.
The locality has stepped up the implementation of a project to develop the application of data on population, identification and electronic authentication to serve the National Digital Transformation Programme.
The Chairman of the provincial People's Committee issued a decision approving the plan to simplify administrative procedures for 21 out of the 106 administrative procedures specified in the State’s legal documents in seven areas: justice; culture; sports and tourism; agriculture and rural development; finance; planning and investment; health care; education and training.
The province has proposed to amend 14 legal documents, mainly focusing on exempting unnecessary documents, promoting decentralisation for handling administrative procedures, and requiring specific and transparent regulations related to the order for handling administrative procedures, invoice and declaration.
The Chairman of the provincial People's Committee has asked departments to prepare the most favourable conditions for handling administrative procedures for people and organisations, and return results at the Public Administration Service Centre of the province.
At the same time, the local authorities also continued to carry out administrative procedure handling with five steps of receiving, appraising, approving, sealing and returning results at the Public Administration Service Centre for 67 administrative procedures of departments and sectors, and eight administrative procedures under the authority of the People's Committees of districts and Bac Giang city./.
