Afterspending a 10-day fact finding tour in Vietnam, McDougall said thatequal access to education is one of the best ways of reducing poverty,as well as preserving and promoting the cultures, languages andidentities of ethnic minorities.
With all 54different ethnic groups having different languages, religions andcultural traits, Vietnam should give top priority to bilingualeducation, she said, adding that it helps children to gain betterresults at school, which is a firm foundation for their studies in thefuture.
She will submit a full report to Human Rights Council in March, 2011./.
