Cabinet members deliberate institutional building

Hanoi (VNA) –Prime Minister Nguyen Xuan Phuc underlined the need to create an openenvironment for commercial activities while chairing the Cabinet’s regularmeeting on July 4, which focused on building institutions, laws and policies. 

He made the request after hearing reports on thereview, amendment and supplement of legal regulations relating to land,construction, housing, business investment and planning. 

He said except for products specified by theNational Assembly and the Government, trade and investment development shouldnot be hindered by any conditions. 

Institutional building in this field must bebased on the Government’s Resolution 19-2016/NQ-CP on measures to improvenational business climate and competitiveness, he said. 

Regarding the draft Planning Law, the PMrequested the avoidance of overlapping in planning work, which, he said, wouldlead to wastefulness and inefficiency. 

Talking about the Public Investment Law, heassigned the Ministry of Planning and Investment to coordinate with relevantministries to review the draft law and report outstanding problems to theGovernment before July 30, in order to submit them to the NA Standing Committeeand the NA for adjustments. 

In particular, PM Phuc called attention toproblems hindering the disbursement of public investment capital over the pasttime, saying that they should be addressed in order to make it easier fordecentralisation, management and empowerment of ministries, agencies andlocalities, he said. 

On this occasion, the government leader requiredthe Ministry of Transport to announce the cost for the construction of each kmof road. 

At the meeting, Cabinet members debated thedraft Law on State Secrets, the draft amended Law on National Defence and thedraft amended law amending and supplementing several articles of the Law onJudicial Records, along with a draft decree amending and supplementing severalarticles of Decree 67 on measures to enforce the Law on Prevention and Controlof Tobacco Harms.-VNA

Vietnam, Cambodia vow to strengthen defence cooperation
