Central bank, Da Nang city top PAR Index 2016

The State Bank of Vietnam ranks first among 19 ministries and ministry-level agencies while Da Nang city tops 63 provinces and cities in the Public Administration Reform Index 2016 (PAR Index 2016).

Hanoi (VNA) – The State Bank of Vietnam (SBV) ranksfirst among 19 ministries and ministry-level agencies while the central city ofDa Nang tops 63 provinces and cities in the Public Administration Reform Index2016 (PAR Index 2016).

The SBV and Da Nang scored 92.68 percent and90.32 percent of the maximum value, according to the Index released by theMinistry of Home Affairs (MoHA) on May 30.

Meanwhile, the Ministry of Labour, Invalids andSocial Affairs, with 71.91 percent, stands at the bottom of the rankings ofministries and sectors. With 62.55 percent, the Mekong Delta province of HauGiang was at the last place in the list of localities.

The SBV satisfied 100 percent of the maximumvalue in the sub-indexes of administrative procedures reform, and building andimproving the quality of public employees and civil servants. It also tops thesub-indexes of administration modernisation with 90.48 percent andadministrative reform’s impacts with 92.58 percent. 

The MoHA said there are nine ministries andministry-level agencies with PAR Index of more than 80 percent, including theMinistry of Finance, the Ministry of Science and Technology, and the Ministryof Transport. 

Ten others have their index rated between 70percent and 80 percent, including the MoHA, the Ministry of Health, and theMinistry of Industry and Trade.

The average PAR Index value of the 19 ministriesand agencies is 80.94 percent.

Meanwhile, the average index of 63 provinces andcities is 74.64 percent. Thirty of them recorded their index higher than theaverage figure.

Da Nang is the only locality listed in group A, witha PAR Index of more than 90 percent.

The city, together with eight other localities,was given the maximum score in the sub-index of administrative reform and was alsoamong the best performers in the sub-index of administrative reform’s impacts,with over 90 percent.

In its report, the MoHA said most of localitieshave regularly made review to fine-tune the functions and apparatus of theirsubordinate agencies in line with regulations in legal documents.

Among the eight impacts of administrativereform, the impacts on the handling of administrative procedures and on civilservants in charge of administrative procedures have high rates, 85.77 percentand 82.92 percent respectively. The fact reflects the fruitful reform effortsby localities and civil servants’ better capacity and sense of responsibility,according to the MoHA.-VNA
