International Grand Master Liem's promotion came as a result of his second place finish in the recent Spice Cup in the US .
The two-time Aeroflot Open champion now keeps his Elo rating of 2705.
Magnus Carlsen of Norway takes the top spot with his Elo rating of 2848, followed by Armenia 's Levon Aronian and Vladimir Kramnik of Russia .
With this result, Liem, from HCM City , has become the third best player in Asia, behind Viswanathan Annad of India who is the world No.6 and China 's Wang Hao, the world No.19.
Meanwhile, in the women's rankings, Pham Le Thao Nguyen has moved up 25 steps to 50th place.-VNA
