A tropical low-pressure system turned into the 10th tropical storm this year over the East Sea on the morning of September 27.
Storm Wutip is forecast to bring heavy rains and whirlwinds for provinces between Binh Thuan and Ca Mau, and will stir rough swells in northern parts of the East Sea.
The National Centre for Hydro-meteorological Forecasting on September 27 said that by 4pm, the storm was about 380km east of the Hoang Sa (Paracel) Archipelago, with winds moving between 62 to 88km per hour.
The storm is moving west at 10km per hour towards the central coastline.
According to the Central Committee for Flood and Storm Control, around 29,000 fishing vessels were alerted to the storm's movements on the morning of September 27.-VNA
