Hanoi(VNA) – The Ministry of Education and Training in collaboration with CatholicRelief Services (CRS) Vietnam held a conference to gather feedback on a draft circularon integration education for people with disabilities.
Addressing the event,Deputy Minister of Education and Training Nguyen Thi Nghia said that on May 22,2006, the ministry issued Decision 23/2006/QD-BGDDT on integration educationfor handicapped people.
So far, the NationalAssembly and Government have approved many relevant legal documents andprojects, including the Law on Persons with Disabilities and a project tosupport people with disabilities in the 2012-2020 period. The NA also ratifiedthe UN Convention on Rights of Persons with Disabilities in 2014, she added.
The circular aims toreplace the Decision in order to suit the Law on Persons with Disabilities andother guiding documents.
Commenting on outcomesof integration education for people with disabilities in Vietnam, Julie Keane,chief representative of the CRS Vietnam, recognised the country’s considerableachievements in promoting the rights of the disabled as well as the growth ofnetworks for handicapped people and their parents.
She held that thedraft circular has many new contents, including regulations on capacity oflecturers and teachers at education facilities and tools on integrationeducation.
Keane suggested that theministry consider some requirements related to support the system on integrationeducation for the disabled such as assistants for teachers and informationtechnology for studying and teaching activities.
The document aims topromote the rights to high quality education suitable to their conditions andcapacity, ensuring their opportunities to develop their skills and ability tointegrate into society.
It details regulationson education for the disabled, including the organisation of education forpeople with disability, tasks and capacity of teachers, the obligation andrights of the disabled, and the coordination between education facilities,families and the society in the work.
After being completedand issued, the circular will be applicable to all education levels from pre-schoolto tertiary education, as well as at teacher training facilities, supportcentre for integration education, and organisations and individuals supplyingintegration education services for the disabled.-VNA
