The delegates urged the State to soon issue policies on conditions for overseas Vietnamese to buy and own a home in their homeland, simplify procedures for entry and exit as well as Vietnamese citizenship, and give assistance to overseas Vietnamese to continue receiving retirement salaries and social welfare provided by their countries of residence when they return to Vietnam.
They also suggested the State to create breakthrough policies to court more overseas Vietnamese experts and intellectuals to the homeland, and set up an organisation to link up this contingent.
Relevant ministries and agencies were also asked to form groups of experts in important fields in order to facilitate the exchange of information between domestic and overseas scientists.
Regarding the protection of citizenship and legal citizenship for overseas Vietnamese, most were of the view that the State should accelerate negotiations and the signing of bilateral and multilateral agreements and treaties, to promote high-level influence on the issue with countries that have a great number of overseas Vietnamese, and help overseas Vietnamese secure stable legal conditions for their long-term residence.
The delegates also offered strategies to preserve and promote the nation’s traditions, increase the teaching and learning of Vietnamese, strengthen the staff in charge of overseas Vietnamese affairs, and unify the overseas Vietnamese community.
Deputy Foreign Minister Nguyen Thanh Son, who is Chairman of the State Committee for Overseas Vietnamese (COV), said the opinions would be a basis for the Party and State to map out more efficient and practical polices for overseas Vietnamese.
On the occasion, the Foreign Ministry and the COV presented certificates of merit and insignias to 21 collectives and individuals for their participation in movements to encourage the community to contribute to national development./.
