The Prime Minister has approved a Government programme designed to boost the fight against wastefulness in 2015, which includes a freeze on public servant recruitment.

The programme urged strict implementation of the Government’s regulation on streamlining the contingent of public workers. In case the staff number reduces due to transfer or retirement, public agencies are only allowed to supplement up to 50 percent of the reduction.

Strict inspection is also required to ensure working efficiency and quality of public workers in a bid to cut the time for completing social, health and unemployment insurance procedures by at least 50 percent, the duration for receiving business start-up permission to six days at most and the time for tax procedure to the level in the six more developed ASEAN countries (171 hours per year).

State agencies are required to continue save 10 percent of their regular spending (excluding salaries) to fund salary reform.

Capital construction investment will be monitored closely while funding of all unplanned projects and inefficient or unnecessary initiatives will be discontinued.

Under the programme, no ground-breaking and inauguration ceremonies should be held, with the exception of large-scale national projects of significant importance.-VNA
