Head of Đông Anh District’s Urban ManagementUnit Pham Huu Tien said that the district is located in a suburban area, soillegal parking and pavement encroachment was less common than in the citycentre.

The district had also conducted regular inspections on pavement encroachmentpreviously, so locals co-operated with authorities to dismantle encroachingthings.

The district committee will hand over the management of pavements to localauthorities, who will deal with repeat offending.

Huynh Van Ran, head of Hai Chau District’s urban rules inspection unit saidthat the force had asked violating households to sign a commitment to dismantleillegal construction works.

To prevent repeat offending, the unit plans to co-ordinate with relevant forcesto regularly patrol key areas, he said.
