HCM City takes lead in e-public services

HCM City has become the first locality in Vietnam to provide online public services at the fourth level, the highest in the e-government system.

The service of licensing press conferences, seminars and other meetings online has been launched by the city’s Department of Information and Communications of http://www.ict-hcm.gov.vn .

Individuals and enterprises can now submit their files sand receive licences via the internet.

Licences for fully-completed files will be granted within three working days, while those for seminars and conferences involving foreigners will take 10 working days.

The model of providing online public services will be applied in all districts, departments and sectors in the city from this year on.

Last year, the department granted 424 licences for press conferences, 41 for publishing bulletins and 277 for seminars and conferences involving foreigners. It also granted permits for 10 overseas media groups to work in the city.

HGCM City takes top position in 2008 list of websites providing online public services, followed by Hanoi and Quang Binh.

The number of localities in the country providing online public services rose from six cities and provinces with 30 services in 2008 to 18 with 254 services in 2010.

There are four levels of online public administration services provided by e-government in Vietnam. I: publishing full information on administrative formalities; 2: allowing online forms to be downloaded; 3: allowing citiziens to fill and submit forms online; 4: delivering and receiving results, and collecting charges online./.
