Ho Chi Minh City will speed up its new-style rural building programme towards enhancing the quality of criteria to suit the specific characteristics of the city as well as its socio-economic and cultural development.

The target was set during a November 2 conference to review five years of implementing the city’s programme and draw a roadmap for 2016-2020.

Secretary of the municipal Party Committee Le Thanh Hai reaffirmed that the final goal of the programme is to improve the material and spiritual life of farmers as well as residents in rural areas.

From 2016-2020, the city plans to complete policies and improve implementation methods to attract resources from enterprises and farmers for agriculture, he said.

It is also necessary to simultaneously renovate the leadership method of Party organisations in localities implementing the programme, making them a comprehensive leadership factor in rural areas, he said.

After five years of implementing the programme, 50 out of 56 communes and three of five districts in the city have been recognised as new-style rural areas.

The average production value per hectare has been raised to 325 million VND (14,450 USD) in 2014 from 158.5 million VND (7,050 USD) in 2010. The income gap between urban and rural residents has narrowed significantly.

Addressing the conference, Deputy Prime Minister Vu Van Ninh urged the city to continue restructuring the agriculture sector to be more modern and effective in association with building sustainable new-style rural areas.

The city should prioritise resources for the programme while creatively applying common policies relevant to the specific conditions of each area, he said.

Besides fulfilling the remaining criteria, Ho Chi Minh City should focus on maintaining and enhancing the quality of those already reached, striving to become the first locality in the country to successfully finish the programme in 2016, noted the Deputy PM.

He also urged the city to share experience with other localities and raise public awareness of the responsibility to join together in implementing the programme.

On the occasion, Deputy PM Ninh also handed over certificates recognising Nha Be and Hoc Mon districts as new-style rural districts.-VNA
