Hanoi (VNA) - Industrial Revolution 4.0 brings both opportunities and challenges to the development of the Vietnamese labor market, according to Minister of Labour, War Invalids and Social Affairs Dao Ngoc Dung.
Answering a question at the parliament on the morning of November 11, Minister Dung said that in the coming time, the government will focus on improving the quality of vocational training to match digital transformation in the era of the 4th industrial revolution.
According to the Minister of Labour, War Invalids and Social Affairs, despite Vietnam having 55 million workers, solving the problem of improving the quality of the labor is not easy, especially in the condition that 66 percent of workers have trained but only 24.5 percent have degrees.
On the other hand, he believes that the 4.0 revolution will change jobs in the next 5 years, with 1/3 of jobs changing, 40% difficult to meet in new conditions. Therefore, the target set is that by 2030 there will be about 40-45 percent of workers with certificates...
Dung said the government has a policy on training high-quality workers to catch up with other countries, focusing on training high-quality colleges and forming 80 high-quality schools in this term; establishing a regional center for practical training to lead key occupations in the future, and provide vocational training in the direction of flexibly opening and connecting with lifelong learning to improve skills.
Regarding training programs preparation for digital labor transformation in the 4.0 period, Dung said digital transformation in the coming time will cut jobs but also open up many new opportunities.
“The Ministry of Labour, War Invalids and Social Affairs focuses on solutions focusing on improving the quality of short and medium-term forecasts as a basis for regulating training, retraining, supplementing assessment of occupations and fields; which focuses on training to improve skills,” he said.
Regarding the public-private partnership (PPP) model in vocational training, Minister Dung assessed the labour market as one of the important markets of the economy and the PPP model as a resource for development. Therefore, the Ministry of Labour, War Invalids and Social Affairs reviewed mechanisms and policies to create conditions for enterprises to participate on the basis of ensuring the interests of enterprises and employers, especially capital and taxes.
Regarding the proposal to publish a white paper on the labor market, according to Minister Dao Ngoc Dung, the monthly market forecast bulletin by the General Statistics Office often goes slower than the market. For its part, the Ministry of Labor, War Invalids and Social Affairs also updates this on a quarterly basis, but it is still slow in practice. In the coming time, the ministry proposes to coordinate with the General Statistics Office to develop a publication of employment and occupation maps, which will start in 2022.
Regarding salary policy, Minister Dao Ngoc Dung said that due to the epidemic situation, the Ministry of Labour, War Invalids and Social Affairs reported to the Government to allow the delay in the implementation of the wage policy in the corporate sector. Currently, the policy is being piloted in a number of corporations, serving as a basis for drawing lessons from implementation on a national scale.
Regarding creating conditions for informal workers and business households to access loans, Minister Dao Ngoc Dung said that the recovery programme of the labor industry will propose to increase loans for workers./.
