A view of Van Don, which is set to become a special administrative-economic zone, in Quang Ninh province (Photo: VNA) Hanoi (VNA) – The draftlaw on special administrative-economic units was built with the aim of creatingbreakthroughs and new development momentum for the economy and capitalizing onadvantages of localities, said Foreign Ministry Spokeswoman Le Thi Thu Hang.
She fielded a questionabout the purpose of the draft law on special administrative-economic units at theForeign Ministry’s regular press conference on June 14.
She said over the past years, the State ofVietnam has continually worked to perfect policies and laws and comprehensivelytaken many measures to better ensure the legal rights and legitimate interestsof the people, promote national development and protection, and activelyintegrate into the world.
The draft law on special administrative-economicunits is part of the law and ordinance making programme of the NationalAssembly (NA) in 2018.
Vietnam plans to build the three special administrative-economic zones of VanDon in northern Quang Ninh province, Bac Van Phong in central Khanh Hoaprovince, and Phu Quoc in southern Kien Giang province.
On June 11, the NA agreed to postpone theconsideration and adoption of the bill until the sixth session of theparliament later this year, instead of in the ongoing fifth session.
According to NA Vice Chairman Uong Chu Luu, thebuilding of the draft law is a major policy of the Party and State. However,this is a new, complicated and controversial issue, so the NA StandingCommittee had agreed with the Government to ask the legislature for permissionto delay the approval of the bill in order to have more time for considerationand completion. -VNA
