It is a major project aimed at specifying viewpoints,guidelines and policies of the Party and State on conserving and promoting thevalues of historical sites, towards the goal of long-term preservation of thespecial national relic site of the Dien Bien Phu Victory andinvestment in the associated auxiliary constructions.
The project therefore also aims to honour the historicalmeaning and significance of the Dien Bien Phu Victory as well as educatingyounger generations.
At the same time, it is expected to stimulate tourism andsocio-economic development of Dien Bien Province and particularly alleviatepoverty and firmly protect national sovereignty on the northwestern border.
The objectives will be divided into three main stages: 2020;2021 to 2025 and 2026-2030 period, which include specific tasks, such asplanning; conducting scientific research; collecting, preserving and displayingartefacts; restoring and embellishing components of the complex; clearance ofbuildings in the protection area; granting land use right certificates to relicsites; investing in construction of roads and auxiliary works; renovating andadding a number of memorial constructions like Martyrs' Temple at Dien Bien PhuBattlefield (on F hill), Monument of Dien Bien Phu Youth Volunteers (in Tuan Giao District); in addition to restoringNoong Nhai Village of Thai ethnic community.
Simultaneously, the local authority is asked to spreadinformation about the project, improve the quality of tourism services andinfrastructure related to the relics of Dien Bien Phu Battlefield to furtherdevelop historical tourism of the province.
The Department of Culture, Sports and Tourism will host andcoordinate with relevant organisations to create favourable conditions andmobilise funds for the successful implementation of the project.
The relics of Dien Bien Phu Battlefield is a complex ofhistorical relics, recording the victories of the Vietnam People's Army in the battleof Dien Bien Phu against the French (March 13-May 7, 1954). The site wasincluded in the list of 23 special national relics in 2009 by then Prime Minister Nguyen Tan Dung./.
