Hanoi (VNA) - The Ministry of Transport is focusing on speeding up the construction progress of important national transport infrastructure projects, and soon beginning work on key and inter-regional projects this year.
Following the Government’s Resolution No. 01/NQ-CP dated January 5, 2024 on main tasks and solutions to implement the socio-economic development plan and State budget estimate for 2024, Minister of Transport Nguyen Van Thang has issued an implementation plan, which highlights the need to continue accelerating the progress of investment project approval and design to start construction of planned projects in the medium term of 2021- 2025, especially those connecting Chu market - Trung Son T-Junction, and Rach Soi - Ben Nhat - Go Quao - Vinh Thuan sections of Ho Chi Minh Highway.
Due attention will be paid to the eastern North-South Expressway, and component projects of Khanh Hoa-Buon Ma Thuot, and Bien Hoa-Vung Tau expressways; and soon completing the upgrade of maritime channels into Cai Mep-Thi Vai and Nam Nghi Son ports.
In 2024, the Ministry of Transport strives to complete, and open to traffic at least 130km of expressways; submit to competent authorities for approval of the investment policy of the North-South high speed railway project; and accelerate the progress of investment preparations for other important railway routes such as Hanoi-Lao Cai-Hai Phong, Ho Chi Minh City-Can Tho, Bien Hoa-Vung Tau, and Long Thanh-Thu Thiem.
In addition, it also closely coordinates with related agencies and localities to improve the quality of investment preparations and early start construction on key and inter-regional projects such as Hoa Binh-Moc Chau, Ninh Binh-Hai Phong, Gia Nghia-Chon Thanh, Ho Chi Minh City-Chon Thanh, Ho Chi Minh City-Moc Bai, and Dau Giay-Lien Khuong expressways; accelerate the implementation of projects on Ring Road 4 of Hanoi Capital Region, Ring Road 3 of Ho Chi Minh City, Khanh Hoa-Buon Ma Thuot, Chau Doc-Can Tho-Soc Trang, Bien Hoa-Vung Tau, Tuyen Quang-Ha Giang, Long Thanh International Airport, Terminal T3 of Tan Son Nhat International Airport; and soon put into operation the elevated section of Nhon-Hanoi Station metro line and Ben Thanh-Suoi Tien metro line.
Determining investment disbursement as an important task for 2024, the ministry has required investors to develop detailed disbursement plans for each project right from the beginning of the year; prioritise capital allocation for key and urgent projects and completed ones; and promptly regulate and adjust capital from those with slow disbursement or no need for disbursement to those with quick disbursement and demand.
It also continues to mobilise official development assistance (ODA) and preferential loans from donors; promote investment mobilisation in the form of public-private partnership; research and develop mechanisms and policies to effectively attract social resources to invest in developing transport infrastructure; and have plans to mobilise resources to upgrade railway infrastructure.
Compared to last year, the sector is assigned a lower disbursement target for public investment, but is forecast to still face many difficulties due to the large construction volume and fluctuations in material prices.

It is committed to considering the opening of new domestic and international air routes; intensifying reasonable regulations on take-offs and landings at airports and airfields, especially Tan San Nhat and Noi Bai International Airports; and implementing solutions to minimise flight delays and cancellations./.
