A meeting was held in Hanoi on August 15 by Party leader Nguyen Phu Trong and representatives from ministries and central agencies on developing the contingent of intellectuals to further the national cause of industrialisation and modernisation.
At the working session participants discussed shortcomings and restrictions in the work, which is in implementation of Resolution 27 of the Party Central Committee, 10th tenure.
Many participants stressed the need to create a realistic environment for intellectuals, to make selective investment in order to create a breakthrough in building the contingent of intellectuals and preventing spreading investment, to create favourable conditions for intellectuals to take part in research on the country’s sensitive and major matters, as well as to reform the mechanisms for management of and investment in this special workforce.
Concluding the session, Party General Secretary Nguyen Phu Trong said the resolution is important in the context of Vietnam’s strong international integration and the fast development of science and technology.
He stressed the responsibility of the political system and the entire society, firstly of the Party and the State, in building, caring and creating conditions for the intellectuals to bring into play their ability, as well as the intellectuals’ responsibility in making contributions to the revolutionary cause of the Party and the country.
The Party leader emphasised the need to implement important projects, including the fundamental, comprehensive reform of education-training and the mechanism on management of science-technology operations, to develop the knowledge-based economy, build the mechanism on working and coordination between relevant agencies from central to local levels, creating a strong change in implementing Resolution 27 to build and promote potential of intellectuals to serve national construction and development.
According to a report by Party Central Committee’s Commission for Popularisation and Education Commission, the resolution’s contents have been step-by-step institutionalised into mechanisms and policies to be implemented, contributing to bringing into full play the role of intellectuals in some fields. After three years of implementing Resolution 27, the contingent of intellectuals has been enhanced in terms of quantity and quality./.
