Hanoi (VNA) – A national hybrid conference was held by the Politburo and the Secretariat of the Party Central Committee (PCC) on October 20 to disseminate and implement the resolution of the 13th-tenure PCC’s 10th session.
The event saw the presence of Party General Secretary and State President To Lam, Prime Minister Pham Minh Chinh, Chairman of the National Assembly Tran Thanh Man, Permanent member of the PCC Secretariat Luong Cuong, incumbent and former officials, along with over 1.2 million Party members nationwide.
Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, and Chairman of the Central Theoretical Council, presented the core contents and new points of the draft Political Report to be submitted to the 14th National Party Congress, and the draft report reviewing some theoretical and practical issues of the socialist-oriented Doi moi (renewal) over the last 40 years in Vietnam.
Politburo member and PM Pham Minh Chinh gave a presentation of the core contents and new points of the draft report on the five-year implementation of the socio-economic development strategy for 2021 - 2030, the socio-economic development orientation and tasks for 2026 - 2030, the socio-economic and state budget situations in 2024 and the plans for 2025, the financial - state budget plan for 2025 - 2027, the policy on investing in the North - South high-speed railway, and the policy on establishing the centrally-run city of Hue.
Meanwhile, Le Minh Hung, Politburo member, Secretary of the PCC, and Chairman of the PCC’s Organisation Commission, talked about the core contents and new points of the draft report reviewing the Party building work and the enforcement of the Party statutes during the Party’s 13th tenure, some basic contents of the amendment of the Party’s election rules, as well as a review of the personnel affairs of the 13th National Party Congress and the building of an orientation for the personnel work of the 14th National Party Congress.
Delivering the closing speech, Party General Secretary and State President To Lam said with the great achievements gained during nearly 80 years since the country’s establishment, the stature and strength accumulated so far, along with new opportunities, there are now sufficient conditions and a historic chance to lead the country to a new era – that of the nation’s rise – to realise President Ho Chi Minh and the entire people’s aspiration for a strong Vietnam with rich people and democratic, equitable, and civilised society that is comparable to the powers across the five continents.
To that end, the PCC’s recent 10th session reached consensus on the political resolve, strategic breakthroughs, and strategic orientations and solutions with a new mindset and awareness. It agreed on many important issues so as to speed up efforts to successfully carry out the Resolution of the 13th National Party Congress and make the best preparations for all-level Party congresses ahead of the 14th national one.
He pointed out the necessity for securing unanimous awareness across the entire Party about the political resolve to successfully implement the Resolution of the 13th National Party Congress and fulfil all the set targets.
Each grassroots Party committee and organisation must quickly review the targets set in the resolutions of all-level Party congresses for the 2020 - 2025 tenure, particularly the ones on economy, culture, society, environment, and the development of socialist people, so as to exert efforts to reach the targets as soon as possible with the best possible results. Meanwhile, the Government and leaders of ministries, sectors, and localities have to show strong determination and actions to successfully perform the socio-economic development tasks for 2025 and fulfil all targets, especially the one on GDP, he demanded.
With regard to the preparations for all-level Party congresses ahead of the 14th national one, Lam underlined the need to build and ensure the quality of the documents to be submitted to the events.
He added that the congresses must make the best personnel preparations, especially the persons planned for Party committees and Party committees’ standing boards at all levels, to choose capable ones who have high combatant strength, think big, act bold, dare to bear responsibility, and dare to reform for Party committees to lead the successful implementation of the Party’s policies and resolutions in the fields and areas they are in charge of.
The top leader expressed his belief that after the conference, with the new mindset and awareness, strong determination, and unanimous thought and action, every resource will be mobilised while human and material strength maximised to continue creating new stepping stones for the country’s breakthrough development in the years to come./.
