PM urges effective implementation of land, housing, real estate business laws

Hanoi (VNA) – Prime Minister Pham Minh Chinh has signed to issue an official dispatch directing ministries, sectors, and localities to effectively implement the Land Law, Housing Law, and Real Estate Business Law, all of which came into force simultaneously on August 1.

To ensure that these new laws are well applied in practice, driving socio-economic development and fostering a favourable business climate for enterprises and citizens, the PM has outlined several immediate tasks in the official dispatch.

Accordingly, the Ministers of Natural Resources and Environment, Construction, Finance, Home Affairs, and Labour, Invalids and Social Affairs were instructed to urgently guide and train local authorities on the new policies stipulated in these laws and documents regulating their detailed implementation, serving the effective enforcement of these policies and integrating them into daily life. These ministries were also tasked with overseeing, inspecting, and guiding the issuance of detailed regulations as authorised by the laws and their related decrees, and reporting progress to the PM by August 20.

The ministries were also further requested to carry out widespread legal education, promoting the new policies among the public, business communities, and overseas Vietnamese. This communications effort is set to focus on land and housing access rights, the rights and obligations of the state towards social policy beneficiaries, decentralisation, administrative reform, investment incentives, and land pricing, among others.

The ministries were also asked to produce legal publications on these topics, including question-and-answer guides and materials in ethnic languages, to ensure broad dissemination across the country.

Provincial and municipal People's Councils and People's Committees, meanwhile, were demanded to concentrate resources and ensure the necessary conditions for the effective enforcement of these laws. They must proactively collaborate with relevant ministries and sectors to resolve any issues arising in the implementation process.

The PM instructed leaders of ministries, sectors, and localities to make related administrative procedures publicly available on the Government's public service portal and local electronic information portals, as well as at administrative procedure reception points.

Communications responsibilities have also been assigned to press agencies, the Central Committee of the Vietnam Fatherland Front, and its member organisations, including the Ho Chi Minh Communist Youth Union, the Vietnam General Confederation of Labour, the Vietnam Farmers' Union, the Vietnam Women's Union, and the Vietnam Veterans' Association./.

NA endorses 10% preferential tax rate for all press agencies
