Prime Minister Pham Minh Chinh swears in at National Assembly

Hanoi (VNA) – Legislators to the 15th NationalAssembly on July 26 elected Pham Minh Chinh as Prime Minister of Vietnam forthe 2021-2026 tenure.

Chinh took oath the same day, swearing absoluteloyalty to the fatherland, people and the Constitution of Vietnam, and pledgingto work hard to complete all missions assigned by the Party, State and people.

In his speech at the swearing-in ceremony, Chinhsaid that the Government in the new tenure will continue the efforts to build aGovernment of solidarity, integrity and discipline; streamlining, efficiencyand effectiveness; and dynamism and innovation with active and proactiveactions to implement the Resolution released at the 13th National PartyCongress and NA resolutions.

Amid the complicated developments of COVID-19pandemic, the highest goal of the country is to protect people’s health, safetyand security, he said, calling for the solidarity of the entire people infighting the pandemic and boosting socio-economic development.

The Government leader underlined the need toimplement the key task of building the pure and strong Party, improve theleadership and combative strength of Party organisations and members in theGovernment and authorities at all levels, contributing to building arule-of-law socialist State of the people, by the people and for thepeople.

The Government will continue to complete thesocialist-oriented market economy mechanism, concentrate on leading anddirecting the national industrialiation and modernisation in line with thedevelopment of green economy and agriculture-based economy, protection ofnatural resources and environment and climate change adaption, he said.

Breakthroughs will be created in developing thestrategic infrastructure system, while resources will be allocated in aharmonious, proper and effective manner among key regions and the rest of thecountry as well as ethnic minority-inhabited, mountainous, border and islandareas, he added.

At the same time, the Government will build a planto enhance human resources quality to meet the demands for sustainabledevelopment and the Fourth Industrial Revolution, he said, adding that stronggrowth will be made in areas of education-training, science-technology andinnovation, thus improving productivity, quality, effectiveness andcompetitiveness of the economy. A national programme on digital transformation,digital economy and digital society will be built and realised in order tocreate new motivation for development.

The Government will also reinforce the defence andsecurity strength, resolutely and persistently safeguarding the nationalindependence, sacred sovereignty, unity and territorial integrity, and ensuringsocial security, order and safety, especially human security, he stressed.

The PM said that the Government will staypersistent to the external policy of independence; self-reliance;multilateralisation and diversification of relations; active, comprehensive,deep and effective international integration; and being a good friend andtrustworthy partner and responsible member of the international community.

It is consistent in settling disputes overterritorial sovereignty, especially sovereignty over seas and islands, bypeaceful means on the basis of international law; while maintaining a peacefuland stable environment for rapid and sustainable development of the country innew conditions, he stated.

With all 479 deputies present voting yes, the NAapproved a resolution on the election of Chinh as Prime Minister of Vietnam forthe 2021-2026 tenure.

PM Pham Minh Chinh, born on December 10, 1958, isa member of the Party Central Committee in the 11th, 12th and 13th tenures, aPolitburo member in the 12th and 13th tenures and a National Assembly deputy inthe 14th and 15th tenures. He has served as Prime Minister since April thisyear./.
