Quang Ninh pushes forward with digital transformation

The northeastern province of Quang Ninh has been taking drastic measures to implement the project on developing resident data, electronic identification and authentication applications to serve national digital transformation in the 2022-2025 period, with a vision to 2030 (Project 06).

Quang Ninh (VNA) – The northeastern province of Quang Ninh has been taking drastic measures to implement the project on developing resident data, electronic identification and authentication applications to serve national digital transformation in the 2022-2025 period, with a vision to 2030 (Project 06).

According to the province’s Plan No. 46/KH-UBND dated February 19, 2023 on implementing Project 06, Quang Ninh defined seven groups of 41 specific tasks. By May 2024, it had completed four out of the 41 time-bound tasks while 15 regular tasks are being maintained, and two other time-bound tasks promoted.

In particular, the province ensures security and safety of the provincial public service portal's connectivity with the national public service portal and the national resident database system. It is promoting the effective provision of online public services, especially the 25 essential public services listed in Project 06 and 28 ones regulated in the Prime Minister’s Decision 422/QD-TTg dated April 4, 2022.

Quang Ninh has boosted guidance to help people perform online public services at local post offices. Documents, the processing of administrative procedures and the return of procedure handling have been strongly digitalised at single-window divisions at all levels.

Cashless payment in essential areas has also been facilitated, the issuance of chip-based ID cards maintained, resident data kept updated, and information about telephone subscribers completed.

The province has deployed 36 out of 45 exemplary models in the implementation of Project 06. Notably, in May 2024, the People's Committee of Uong Bi city directed the People's Committees of Nam Khe and Quang Trung wards to install 62 security surveillance cameras at important traffic intersections, crowded residential areas, headquarters of agencies, businesses, schools and areas adjacent to other localities. The AI-powered cameras provide real-time data for information security control centres based at the wards' police stations.

In addition, a model of reporting crimes via the e-identification app VNeID was launched and reaped initial encouraging results.

The provincial data sharing and integration platform is operating stably and effectively. The province's e-administration system is now connected with central systems such as the National Public Service Portal and the national resident database. Locals can use the provincial system to apply for the issuance of judicial records, register new businesses, assess the quality of public services, and apply for social assistance, among others.

Police have coordinated with relevant agencies to digitalise citizens’ information. In the judicial sector, 859,032 out of 1,023,977 data units, or 83.9%, have been digitalised, updated and added into the civil status registration and management system.

The social insurance sector has updated information about 1,231,910 out of 1,267,432 health insurance card holders, equivalent to 97.2%, and integrated the data into the national resident database to serve health insurance-covered medical examination and treatment using chip-based ID cards.

In the taxation sector, 1,022,123 out of 1,296,382 individual tax codes, or 78.8%, have been reviewed and standardised.

The education and training sector has authenticated 371,914 out of 391,317 personal ID numbers of primary school students, 95%, on the National Resident Database.

Regarding the transport sector, data on 21,168 vehicles has been reviewed and updated on the national database.

The associations of farmers, the elderly, war veterans and the Red Cross have also joined in verifying and updating information of their members on the national database.

In the coming time, local departments, agencies, and units are set to push ahead with efforts to carry out Project 06.

Quang Ninh will also promote the cashless payment of pension and social insurance benefits while pressing on with communications to encourage people to join in and benefit from Project 06./.
