The Ho Chi Minh City Chamber of the Supreme People’s Court on August 29 upheld the sentence handed down on Phan Ngoc Tuan on charges of “conducting propaganda against the State of the Socialist Republic of Vietnam”.

The trial was held in Ninh Thuan province in response to appeals filed by the convict. Tuan, born in 1959 in the central province of Ninh Thuan , was sentenced to five years in prison plus a three-year probationary period by the Ninh Thuan People’s Court on June 6, 2012.

At the court of appeals, Tuan failed to give evidence to prove that he is not guilty of the offence. Therefore, the jury rejected Tuan’s appeals and upheld his sentence.

According to the verdict, from April 2010 to August 2011, Tuan disseminated allegations that distorted and defamed the State, saying that it suppressed religion and segregated children of the old regime. He also produced, stored and circulated documents and publications against the State.

Tuan posted documents and images on the Internet and disseminated information on mobile phones against the State.

In addition, he distributed leaflets and documents distorting the Vietnamese State in the cities of Phan Rang and Thap Cham, Ho Chi Minh City and a number of places in Hanoi .

He also sent petitions, banners, slogans, films, photos and poems against the State to domestic agencies and domestic and foreign embassies and general consulates.

Furthermore, Tuan kept in touch surreptitiously with domestic and foreign individuals and organisations who conduct activities against the State and who print documents distorting the Vietnamese State.-VNA
