Hanoi (VNA) – Deputy Prime Minister Truong Hoa Binh, who is Chairman of the National Committee for Traffic Safety, on January 4 proposed severe punishments for traffic safety violations.

Chairing a teleconference reviewing traffic safety work in 2018 and set forth tasks for 2019, Binh said that the tests for driving licenses must be conducted strictly.

He requested the Ministry of Transport to address black spots in traffic accidents, and step by step close the paths illegally opened crossing railways.

Meanwhile, the Ministry of Public Security and the People’s Committees of provinces and cities were asked to prioritize the use of fines to buy and install camera systems to monitor and facilitate the punishment of traffic violations and ensure security and order.

Inspections must be intensified, especially during the upcoming lunar New Year (Tet) festival, he said, adding that high blood alcohol concentration and no-helmet driving are the two main causes of traffic accidents during festivals.

According to a report by the National Committee for Traffic Safety, in a year ending on November 15, 2018, a total of 18,736 traffic accidents occurred nationwide, killing 8,248 people and injuring 14,802 others. The figures represent year-on-year decreases of 6.71 percent, 0.4 percent and 13.13 percent, respectively.

Road accidents continued accounting for a high proportion, with 18,490 cases in which 8,079 people were killed and 14,732 others injured.

There were 18 localities posting increases in the number of fatalities. Among them, Kien Giang, Hau Giang and Bac Giang had growth rates of over 20 percent.-VNA
