The closing session of the Signing Ceremony and High-level Conference of the United Nations Convention against Cybercrime (the Hanoi Convention) took place in the afternoon of October 26, chaired by Minister of Public Security Luong Tam Quang.
The Signing Ceremony and High-Level Conference of the United Nations Convention against Cybercrime, known as the Hanoi Convention, left a strong impression on international delegates for its professionalism and solemn organisation, marking a successful debut that underscores Vietnam’s growing capability to host major global events.
State President Luong Cuong underscored that the memorable moments of the signing ceremony have made the Hanoi Convention a new landmark in Vietnam’s journey of integration, and for Hanoi itself, a city where the past is preserved, the present is connected, and the future is unfolding through technology and knowledge.
The UN Secretary-General expressed his strong expectation and confidence that Vietnam will continue to uphold and promote its role, standing, and reputation to contribute to shaping a new structure of international relations, especially amid today’s rapidly changing and complex global political landscape.
The ceremony brings together representatives from nearly 100 UN member states and more than 100 international and regional organisations, including UN agencies, regional institutions, financial bodies, as well as a large number of experts and scholars in cybersecurity and international law.
To ensure absolute safety for the signing ceremony of the United Nations Convention against Cybercrime (Hanoi Convention), held on October 25–26 at the National Convention Centre in Hanoi, the Command of Guards under the Ministry of Public Security has deployed a comprehensive plan for force arrangement, equipment and technical means to secure order and safety inside the venue, traffic diversion plans, escort arrangements, and security measures at event locations and accommodation sites for delegates.
The document, also known as Hanoi Convention to be signed by representatives from dozens of countries, is hailed as the first global framework to comprehensively combat cybercrime amid rising digital threats and increasing pressure on cybersecurity systems.
An overall plan has been developed with the ultimate goal of ensuring absolute safety for Party and State leaders, international delegations, and participants while maintaining orderly and uninterrupted traffic across the city.
Online scams, deception, and manipulation are becoming an “underlying storm” threatening cybersecurity and social well-being in Vietnam, causing severe damage not only financially but also to people’s mental health.
Vietnam fully recognises that, given the borderless nature of cyberspace, the fight against cybercrime can only be effective through solidarity, cooperation among nations, and adherence to the rule of law.
The event will be attended by UN Secretary-General Antonio Guterres, along with high-ranking leaders from countries and representatives from regional and international organisations, according the Ministry of Foreign Affairs.
