Vietnam prioritises Japan in foreign relations

TheDeputy PM made the remarks on October 9 during his meetings withPresident of the House of Councillors Yamazaki Masaaki and Speaker ofthe House of Representatives of Japan Ibuki Bunmei, as part of hisongoing working visit to Japan.

He affirmed that the twocountries’ ties have made robust progress, evidenced by the ExtensiveStrategic Partnership for Peace and Prosperity in Asia that was upgradedsince March, 2014.

Deputy PM Phuc said he hopes the two sideswill enhance cooperation at international and regional forums whileproposing Japan support Vietnam’s standpoint in safeguarding peace,stability, safety and security at sea and dealing with conflicts withpeaceful measures based on international law.

He suggested theJapanese congress support its Government to maintain the OfficialDevelopment Assistance (ODA) for Vietnam, focusing on such areas asinfrastructure, competitiveness enhancement, administrative reform,climate change response, and poverty reduction.

On theoccasion, he conveyed National Assembly Chairman Nguyen Sinh Hung’sinvitation to these Japanese leaders to attend the 132 nd GeneralAssembly of the Inter-Parliamentary Union (IPU- 132 ) in Vietnam inMarch 2015.

The Japanese legislators agreed that thetwo countries need to step up cooperation in economics, trade andinvestment as well as people-to-people exchanges to further promotemutual understanding for the development of the two countries inparticular and the prosperity of Asia in general.

President ofthe House of Councillors Yamazaki Masaaki said he will work to speed upthe policy to provide more ODA for Vietnam in the future.

TheJapanese side emphasised that all the regional nations need to abide byinternational law and not to accept the use of force to alter the statusquo.

At his meeting with Japan’s Minister of Economy, Tradeand Industry Yuko Obuchi, Deputy PM Phuc said he expected that the twonations will work together with a view of doubling the bilateral tradeturnover by 2020.

He proposed Japan encourage its small andmedium-sized enterprises to invest in Vietnam and promote cooperation inthe oil and gas industry during the Trans-Pacific Partnership Agreementnegotiations.

Meanwhile, the minister urged the two sides tocontinue implementing the Vietnam-Japan Joint Initiative to improve theinvestment environment in Vietnam.

She revealed that Japanesebusinesses were interested in the automobile and spare part industry inthe Southeast Asian country and wished to work with the Vietnamese sidein making an action plan for this field.

Also onOctober 9, Deputy PM Phuc met with Chief Justice of Japan’s SupremeCourt Itsuro Terada and Minister of Justice Midori Matsushima, duringwhich he expressed pleasure at the growing legal and judicialcooperation between the two countries, including the sound connectionbetween the two supreme courts.

Itsuro Terada saidthe Supreme Court of Japan is keen on further fostering cooperation withits Vietnamese counterpart, as well as establishing partnership inpersonnel training and sharing experience.

At themeeting with Minister of Justice Midori Matsushima, Deputy PM Phucthanked the Japanese side for support in training legal officials andlawyers.

Midori Matsushima pledged that Japan willcontinue helping Vietnam in personnel training for the legal sector. Shealso revealed that her country is considering Vietnam’s proposal fornegotiations on a mutual legal support agreement.

During a meeting with Chairman of the Japan-Vietnam FriendshipParliamentarians Alliance Toshihiro Nikai the same day, Deputy PM Phucsaid he hopes Japanese congressmen will come up with more initiatives tobolster the friendship and partnership between the two legislativebodies.-VNA

16th NA reviews amendments to four tax-related laws on April 21

Lawmakers are expected to discuss the supplementary assessment of the implementation of the 2025 socio-economic development plan and state budget, as well as performance in the early months of 2026. They will also review the five-year socio-economic development plan for 2026–2030, thrift practices and anti-wastefulness efforts in 2025, and progress in achieving national gender equality targets. The session is broadcast live on radio and television, enabling voters and the public to follow proceedings.

Draft law proposes flexible tax thresholds, extended incentives for EVs

Presenting the Government’s proposal, Minister of Finance Ngo Van Tuan said the draft law proposes not to stipulate specific revenue thresholds for exemption from personal income tax or value-added tax for household and individual businesses in the law, instead assigning the Government to set these thresholds.

Lawmakers suggest groundbreaking mechanisms to revive Vietnamese culture

The draft resolution seeks to lure more investment into cultural industries, aiming for the sector to contribute 7% to GDP by 2030 and 9% by 2045. It also sets ambitious goals of ranking Vietnam among the top three countries in Southeast Asia and the global top 30 for national soft power.

Pathways to double-digit growth to be tabled at 16th NA’s first session

In the morning sitting on April 20, deputies are expected to hear proposals and verification reports on a range of draft resolutions. The documents cover breakthrough mechanisms and policies for the development of Vietnamese culture; the establishment of Dong Nai as a centrally run city; a pilot framework for public lawyer institution; and special mechanisms to address land law violations committed prior to the 2024 Land Law taking effect, alongside measures to resolve long-delayed and stalled projects.

NA Chairman Tran Thanh Man’s working trip to Italy and Türkiye achieved important and comprehensive results at both bilateral and multilateral levels.
